The decision of the Council to consider the IRGC on the EU terrorist list is a critical change signal in European policy with regard to Iran. For Gulf allies, it increases the premium on coordination on sanctions-compliance exposure, regional escalation-mitigation and the defence of maritime trade routes.

GCC Secretary-General’s meeting with the EU Ambassador in Riyadh marked ongoing efforts to implement the EU-GCC Joint Action Programme 2022-27, as well as an active diplomatic calendar in Brussels to attend, the EU-GCC line is slowly shifting from episodic contacts to scheduled sequencing.
